DHITS I Bid and Proposal Preparation

OCI believes that now is the time to begin the serious activities required to bid a major proposal such as DHITS.  These activities include building a proposal team, securing a strong team of subcontractors (or seeking a subcontract position if you are not planning to prime), and to begin writing those sections of the proposal that are well defined in the draft RFP.  The solicitation calls for the development of proposal sections in response to -three Evaluation Factors:  Factor I – Technical; Factor 2 – Past Performance; and Factor 3 – Price.  The Technical Factor is divided into four Subfactors:  Corporate Management Experience and Capabilities; Staffing Plan; Quality Control; and Subcontracting Goals.  The writing requirements are significant, emphasizing detailed information about past delivery of capabilities with specific data citations.

There is an emphasis for Small Business participation at 37.6%, indicating that large prime contractors need to do significant team building with high-value small businesses.  Small Business size standard is $27.5 million for services and under 150 employees for Technology Value Added Resellers.  OCI can assist bidders with resources that improve proposal quality and serve as an independent voice in making basic bidding decisions and managing the proposal development process.  Anyone with questions can contact John Cook at jcook@ociwins.com.
