Proposal Development

  • Proposal Manager — Organizes and manages all activities, beginning with preparation of the Proposal Plans; manages proposal writer and team member assignments to ensure the proposal meets all requirements and communicates win discriminators; and oversees color team review and production.
  • Volume Manager — Helps manage the development of proposal sections requiring the input of multiple authors. Typically involves facilitating the work of authors by helping them outline as needed and iterating the draft back and forth with comments until complete.
  • Senior Proposal Writer — Capable of writing all sections in a typical government proposal — from executive summary, to program, project, and contract management as well as risk and security management, and others. Can write technical proposal with support of solutions personnel.
  • Editor — Improves clarity, consistency, style, formatting, and sales messages while enhancing responsiveness. We offer consultants with specialized skills and experience, such as Copy Editor, Substantive Editor, Rewrite Editor, Technical Editor and One Voice Editor.
  • Capture Manager — Leads in doing everything needed to win. This includes development of strategy, team building, facilitation of technical solution and pricing — and serving as the key interface with senior management at every stage of proposal development.
  • Desktop Publisher — Leads in compiling all written and graphical material into a professional, compliant proposal package.
  • Graphic Artist — Works with proposal authors and team leads to develop professional visual content that conveys the message effectively and gets the attention of evaluators.
  • Price-to-Win (PTW) Analyst — Completes analyses of competitor behavior in response to a government RFP based on historical pricing and other factors to help determine the winning price.
  • Pricing Analyst — Leads in preparation of price proposal including price strategy, price workup, price pool studies if needed, price tables, and price narrative.
  • Orals Coach — Oversees all phases in the development of an oral proposal. Includes strategy, themes, and messages, as well as presentation materials and graphics. Also coaches individual presenters and the entire team in technique, timing, and performance in mock orals and Q&A sessions.
  • Solutions Architect — Helps develop the technical solution based on the requirements, corporate capability, and available budget.

Proposal Reviewers

Our Proposal Readiness Review (PRR) helps bidders ensure they can prepare a compliant and compelling proposal.

It compares your capabilities to RFP requirements in light of resources available and likely competitors.

The Review includes: An assessment of strengths and deficiencies with a recommended fix for each deficiency – such as a capability hole needing to be covered by a subcontractor.

Our depth of talent also allows us to provide Subject-Matter Experts (SME) for most programs. For this to be an effective engagement, we need to start at least 30 days in advance of the final RFP.

We can usually complete a PRR in 30 – 40 hours, meaning the price is reasonable. The PRR is a critical tool because it helps a company accurately determine:
